Hazards
Facilities
Any facility required under Occupational Safety and Health Administration (OSHA) regulations to maintain MSDSs for hazardous stored or used in the workplace. Facilities with chemicals in quantities that equal or exceed the following thresholds must report:
- For Extremely Hazardous Substances (EHSs) (40 CFR part 355 Appendix A and Appendix B (PDF)), either 500 pounds or the Threshold Planning Quantity (TPQ), whichever is lower.
- For gasoline (all grades combined) at a retail gas station, the threshold level is 75, 000 gallons (or approximately 283,900 liters),if the tank(s) was stored entirely underground and was in compliance at all times during the preceding calendar year with all applicable Underground Storage Tank (UST) requirements at 40 CFR part 280 or requirements of the State UST program approved by the Agency under 40 CFR part 281.
- For diesel fuel (all grades combines) at a retail gas station, the threshold level is 100,000 gallons (or approximately preceding calendar year with all applicable UST requirements at 40 CFR part 280 or requirements of the State UST program approved by the Agency under 40 CFR part 281.
- For all other hazardous chemicals: 10,000 pounds.
The term "facility" means all buildings, equipment, structures, and other stationary items which are located on a single site or on contiguous or adjacent sites and which are owned or operated by the same person (or by any person which controls, is controlled by, or under common with, such person). For purposes of section 11004 of this title, the term includes motor vehicles, rolling stock, and aircraft.

Transportation
Section 303 requires LEPCs and TEPCs to identify transportation routes of EHSs as part of the planning process. LEPCs and TEPCs should consider including substances other than EHSs in transportation. Many transportation-related incidents involved other substances which have adversely affected the community and require response actions to be taken by local responders. SERCs and TERCs should be sharing the information with local emergency planners and responders so that LEPCs and TEPCs can include these operations in the local emergency plan. LEPCs and TEPCs should use their authority provided in Section 303 to request information from facilities for substances that may be in transportation through their community. This will allow emergency responders to be prepared for any chemical related transportation incident.
Pipelines:
Pipelines are energy lifelines, making almost every daily activity possible. Pipelines play a huge role in everyday lives and are essential to the nation's industries. Yet, few people are aware of the work done by the country's more than 190,000-mile liquid petroleum pipeline network and 2.4 million-mile natural gas pipeline network that delivers the products that are integral part of America's economy. It is a network that delivers the nation's crude oil and petroleum products (such as gasoline, diesel, jet fuel, home heating oil, and natural gas) reliably, safely, efficiently, and economically.
