Medical Insurance

As an active employee or retiree under 65, the county health insurance offers broad PPO - Blue Choice coverage with the Blue Cross Blue Shield of Texas network for all of your medical needs including Rx coverage and virtual visits. Other benefits include free primary care, employee assistance program and waived deductible at Citizens Medical Center (CMC).

2026 Employee Benefits Updates - Big changes are coming for the 2026 plan year! We’re introducing a: 

  • new Third-Party Administrator (TPA) - Texas Association of Counties (TAC)
  • new medical PPO network - Blue Cross Blue Shield of Texas (BCBS-TX) - PPO BlueChoice
  • new dental and vision insurance provider - Metlife; and
  • an additional Ancillary Product Provider (including a streamlined benefits enrollment system) and flexible spending administrator - American Fidelity

These updates reflect our continued commitment to providing high-quality, cost-effective benefits for our employees and retirees. 

Flexible Spending Account (FSA) and Dependent Care Plans (DPC)

Flexible Spending Accounts (FSAs) allow you to set aside pre-tax dollars to pay for eligible expenses. Healthcare FSAs cover medical, dental, and vision costs, while Dependent Care Plans (DPCs) are a separate type of FSA that help pay for eligible dependent care expenses in accordance with IRS regulations. Using an FSA or DPC can reduce your taxable income and make it easier to manage everyday healthcare and dependent care costs.

2025 Flex Spending Packet - You may submit reimbursement requests through March 2026 for expenses incurred on or before December 31, 2025. 

In 2026, FSA and DPC will be administered by American Fidelity.

  • Continuation of Health Care Coverage (COBRA)
    Under federal law, employees and their families have the right to continue their health care coverage through COBRA if coverage would otherwise end due to a qualifying event, such as termination of employment or a reduction in work hours. COBRA provides temporary continuation of the same health plan benefits at group rates, although you will be responsible for the full premium.
