On Monday, August 11, 2025, the Phillips Road railroad crossing in Bloomington was permanently closed to public traffic. The Levi Road crossing has closed as scheduled today, Monday, August 18, 2025.

These actions stem from a public hearing held on March 10, 2025, during the Victoria County Commissioners Court meeting. At that time, Union Pacific Railroad (UPRR) requested that Victoria County permanently close and vacate the at-grade public road crossings at Phillips Road and Levi Road.

The closure details are as follows:

• Phillips Road Crossing – Closed August 11, 2025. Begins at the intersection of Phillips Road and TX 616, extending northeast approximately 0.10 miles (528 feet).
• Levi Road Crossing – Closed August 18, 2025. Begins at the intersection of Levi Road and TX 616, extending northeast to Alnita Place, approximately 0.08 miles (422 feet).

Both closures are permanent and eliminate public access across the Union Pacific rail line at these locations.
