Victoria County is making significant progress on a major infrastructure initiative in Precinct 1 with the reconstruction of approximately four miles of Key Road. This project is designed to enhance roadway safety and improve connectivity between the communities of Placedo and Bloomington.

To date, more than two miles of Key Road have been successfully reconstructed, providing a safer and more reliable alternate route for residents and motorists. Construction is currently underway on the remaining portion of the project, with full completion anticipated in December 2026, weather permitting.

Following the permanent closure of the Phillips Road and Levi Road railroad crossings in August 2025, Victoria County received $2.8 million from Union Pacific Railroad in October 2025. Commissioner Danny Garcia allocated a significant portion of these funds toward the Key Road reconstruction project to improve mobility for those impacted by the crossing closures.

In addition to the Key Road improvements, a portion of the Union Pacific funding has been utilized to rebuild and resurface other roads within Precinct 1, further strengthening the county’s transportation infrastructure and enhancing roadway safety.

“As our county continues to grow and traffic increases throughout our area, it is critical that we prioritize the safety and reliability of our roadways for everyone who travels them,” said Commissioner Danny Garcia. “Our partnership with Union Pacific has allowed Precinct 1 to make meaningful infrastructure improvements today while also helping us prepare for the future construction of an overpass in Bloomington. These investments will benefit our residents for many years to come.”
